Why is the police watchdog taking so long over the Johnson-Arcuri investigation?

Caroline Pidgeon described the frustration of London Assembly members that they cannot start investigating the relationship between Jennifer Arcuri and Boris Johnson while he was Mayor, because the Independent Office for Police Conduct has been deliberating since September on whether to launch its own investigation.

Caroline told the Guardian:

“It beggars belief that after all these months the IOPC is still looking at whether or not to investigate the former mayor of London. What is taking so long? It makes no sense and is simply delaying the work of the London assembly looking into this matter and the use of City Hall resources.”
